I would do a light grey or khaki for the coats with a darker grey for the uniform proper.

'Snow' paint schemes tend to be very bright and take advantage of the fact that you have the glare of the sun shining off of the snow to aid you in concealment...but at the same time any movement or difference in shades are highly noticeable.
By using a light grey or khaki, you get a good balance between the two and a shade that would believably blend into a field of pure snow.

To give a good example? Look at the Rebel forces on Hoth in "The Empire Strikes Back". Load the toothbrush up heavily thinned down paint and stand roughly a foot away from the models (set the models in a group and at angles based upon how you want the blood spatters to hit) and then using your thumb 'flick' the bristles of the brush.
