Going to ground, Kantor resolved to make for New Rynn City, where a small contingent of Crimson Fists stood beside the local militia."

Local militia = PDF.

This picture, was subsequently described as being Pedro Kantory, however its original appearance was in the Crimson Fists IA, wherein it was stated to be a mere Veteran Sergeant, the iconography on the powerfist was specifically stated to be the heraldry of the New Rynn City Guard. http://images3.wikia.nocookie.net/__cb20110129110827/warhammer40k/images/7/74/Marine_crimsonfist.jpg

To answer the basic question: CAN a chapter do it. The answer is yes. In Forge Worlds writeup the Badab War initially began as the result of a trade dispute between the Badab and Kathargo Sectors: the Astral Claws had legitimately taken control of the Badab Sector after it fell to anarchy, the Astral Claws then withheld materiel that was due to the Karthans because it was needed to re-build and re-arm the Badab military. The Karthans took the issue to the Imperial Courts where it went unresolved for over a century because the Space Marine commanders do have the legal authority and indeed duty to raise and maintain an army.

Re:Can Space Marines train Homeworld PDF?

You're not going to see many Space Marines taking much of a personal hand in training a PDF, though. PDFs can number in the millions on more populous planets. There's simply not enough Space Marines to go around. Sure, they might make the welcoming speech (and graduation speech) for the current group of 1,000+ new recruits, and an occasional appearance at other times for morale purposes, but time spent watching the new scrubs at the obstacle course is time not spent on personal training.

Not only that, but Space Marine chapters have to be very careful about making too much of a personal involvement in PDFs. Just look at what happened in the build up to the Badab War.

Can Space Marines train Homeworld PDF?

The humans on most chapter worlds don't have the numbers/technological understanding or civility to be formed into a PDF. The majority of Chapter worlds have scattered human populations of below medieval tech.

However the few worlds that have high populations and are owned by the chapter (usually first or second, as most forge/hive worlds are now strictly controlled and heavily defended by the ad mech/admin so they will not relinquish control to a more recently founded chapter) will have a PDF which is nominally controlled and trained by one of the chapter masters, but like most of the chapter master titles the heavy lifting will be performed by high up serfs and officers in the PDF. As chapter worlds are without tithe (bar geneseed) they will have no need to ship off any human soldiers to the IG (the Ultramarines are an exception due to how well they are organised and their resources), but a chapter buildibg a massive PDF will probably begin to attract Inquisitor attention.

Space Wolves have a PDF. It's in the Battle for the Fang novels, though I forget the name of it. They're generally restricted to garrisoning the Fang, though. The outside of the Fang has more than enough deadly crap to defend itself in most cases.

If I recall correctly, Space Marine home planets are exempt from paying tithes.
