The thing is put the techmarine in the standard squad for that 2+ save and Sammael in one RAS for the skilled rider. Ill probably leave the other 5 command squad outflankin for surprising and the Darkshroud will stay with the 23 bikes, turboboosting all the time untill it get destroyed (2+ jink save)
the two LS will stay behind the Darkshroud too for that +1 jink save or maybe stay a bit far and try to destroy light vehicules, light infantry or shoot MC.

The only issue is outflanking the command squad. If you do that then you lose the Standard for a couple turns which amounts to a loss in some hefty fire power from the RAS.

I don't know if the list is technically legal. Although the codex is written badly and does say you may take a RCS for each "HQ choice on a bike", I'm pretty sure as intended it would not include a tech marine, as you need a HQ to unlock him too.
I would contest it, and I suspect other players would too.

If you do run 2 RCS, then consider the Ravenwing banner, auto-pass hit and run can be useful.
