It is likely that all she has bought is a domain name, which costs about £8, every 2 years, if a .co.uk domain. A lot of ISP's will throw it in for free if you take out a hosting package, but she would either be paying a monthly fee or a 2 yearly fee to cover that.

If trying to save money, and just want a simple homepage, I would suggest trying something like the 1&1 website service. If you purchase a hosting package, you could look at using Wordpress or Joomla.
