I don't play/paint Necrons myself but maybe I can help you anyway (I paint silver SM and know most of the colours).
So first question is: Do you want to use the same colour palette as GW or do you want to paint your models to a standard as good as the one on the website?
If the first one is the one you mean, I'd go for a black undercoat, 'Leadbelcher' basecoat, 'Necron Compound' Drybrush, 'Nuln Oil' Wash and another 'Necron Compound' Drybrush. This is what I use for my SM power armour. It's easy to do and doesn't require a lot of time. It's also a great technique if you paint your models in batches. As for the gold, basecoat the areas you want gold with 'Balthasar Gold', then wash with 'Agrax Earthshade' or 'Nuln Oil' and then highlight using a lighter gold, maybe 'Gehenna's Gold'
In case you want to paint your model to a really high standard, I would suggest basecoating and washing them as described earlier but instead of dry brushing use lighter silvers and golds and apply layers of those, always leaving some of the slightly darker colour showing. Then finally add highlights with a really thin brush. I personally don't like this technique too much because I find that layering metallic colours is extremely tiering. It also makes your models look very clean which, I find, doesn't really fit the setting of 40k...

I'm not too sure about how to paint the glowing gaps on the vehicles/shields, maybe a real Necron player can tell you. But I can tell you that there are some great tutorials on how to paint lightning (for your blades) on Youtube. For tutorials like these I find that it is much better to watch someone actually do it rather than somebody telling you how to do it but you don't get a visual.
You probably knew this already, but the little rods you get for the ranged weapons are already bright green so you don't really have to paint those.
