The good fallen?

There are some Fallen who, after being zapped away by Chaos, have seen the error of their ways or tried to lead a somewhat normal life. I remember it in the old DA codex, not sure if it is in the new one.

But as far as letting them back in? No, that doesn't happen, period. The biggest reward a repentant Fallen will get is a quick and painless death from the Inerrogator-Chaplain. Which considering what unrepentant Fallen get, is a pretty huge mercy.

It was hinted that we didn't know which side won - but the heresy story 'Savage Weapons' put a stop to that. It categorically stated that the Lion was loyal.
Which was a shame, I liked the idea of him being more calculating and waiting to see who was winning

The way I see it is - if Luther were really the good guy, he wouldn't be so persistent about the Lion "forgiving" him. He wouldn't have been in the wrong.

Re:The good fallen?

In earlier publications it was quite popular to write your story in such a fashion that it could be open for interpretation or discussion. Many of the characters were morally ambiguous or indifferent, and they authors set them up to be mysterious so that the players could decide for themselves what they wanted to believe.

Unfortunately the current practice seems quite different. The writers are being more definite in their renditions of the characters and factions, which removes the mystery and provides a narrower or more limited view of the setting. The only defense the players really have against this new style of writing is to conclude that the material is written "form perspective" meaning that it is presented as fact, but from the perspective of the faction being depicted.

For my part, I think the DA being concretely loyal is an exception to my previous statement in that such a change actually does more good than harm to the setting overall. The core focus of the game's drama is played out in the form of Space Marines Vs. Chaos Space Marines. The writing was clever enough that players could logically justify taking either side depending on their personal preference or point of view. The story of Lion and Luther was essentially the same story in a minor key and was more or less redundant.
