My army is sub-par. I have been taking steps to fix it, but at this point my money is nearly gone. I have but US$40 and the wisdom of you all left.

So, here is what I will do. I will list the models I have, and I will hope the generous among you will whip it into shape. As I said before, I can afford a $40 unit (raptors, maybe?) and that will be the end of my budget for the near future.

The group I play with is really chill, and would be fine if it's not all wysiwyg. Essentially I just want an army that can hold it's own (not necessarily competitive, but I want to put up more of a fight.

I face a variety of armies, including Sisters of Battle, Green Tide Orks, Blood Angels, Space Marines, Necrons, Tyranids, you name it.

Here we go!

HQ
Warpsmith
Dark apostle
DV Chaos lord (Sword & Plasma Pistol)
Daemon Prince
Terminator that could easily be a sorcerer (power/force sword and combi bolter)
Typhus

Elites
6 Chosen (DV again, but I added an icon and converted one to carry a heavy bolter,)
7 Terminators (8 if you include the one that looks like a sorcerer. Their gear includes 2 with power fists, one with a chainfist, two with combi flamers, and one with a heavy flamer. The champion has a power maul.)
Helbrute (converted to replace multimelta with a missile launcher)
7 Plague Marines (one has a plasma gun)

Troops
30 cultists (plus 10 unnasembled ones)

Heavy Support
Chaos Land Raider (the model has a havoc launcer, dirge caster, dozer blade, and a combi bolter on it)

I also have some traitor imperial guard units I could use as allies.

2 Leman Russ Battle Tanks with default cannon, heavy flamer, and two heavy bolters on each.

There you have it. I would be very grateful for any advice on how to organize this into an effective fighting force with a somewhat small budget.

I think putting a SigiloC on a model that is already in termie armour (with a 5++) is silly- especially when its only a sorcerer.

I mean the sorc doesnt need melta bombs either if hes going with a termi squad with chainfists and combi meltas... Just cos a model has an upgrade doesnt mean you need to take it. No time to go through this properly now... Ill be back

Lord, SoC, MoN, psword, plas pistol: If the guys you play with are cool with it: Scrap the psword/pistol and run him with a powerfist and a lightning claw. It makes him able to deal with most threats in cc.
Sorc Termie armor, force axe, spell familiar, 3ML: Roll for invis then pyromancy for cc bossness: consider Burning brand on lord or sorc if points allow.

Add that up and i think youd be looking ok/ close to 2k with a bit of tinkering. Its probably more an 1850 thing really... You can always make a sorc into a deamon prince MoT black mace wings parmour for 300ish points of glass cannon. Spend $40 on buying him the GW dragon wings.

In the future spend some money on CSM FA or HS slots. Cant go wrong with oblits, spawn, bikes, heldrakes, havoks, auto/las predators...

DP of T is close to as surv as the N and can sweep so is generally a better choice.
Your termies are to big to go in a landraider at 6 so i guess your putting the plague/lord in there? Plagues really dont excel from that kind of delivery (hardly anything does). Your better off with a rhino or footslog. Just take the 250 odd points out and play at 1600 for a better list. I find csm finds its sweet spot and is most effective around 1500-1600pts anyway.
