So my idea for a list is as follows:

10 Veterans, 3 plasma gun, 1 plasma pistol in a vendetta
10 Veterans, 3 Plasma gun, 1 plasma pistol in a vendetta

30 man Infantry platoon, 3 Plasma guns, vox caster, medipack, platoon command squad

Is your local community nice enough to let you play with proxies? In which case you might try more specific Russ variants. My suggestion would be 1 Vanquisher (maybe with melta sponsons, you already have a lot of plasma), and then for the other two you can really do what you want. I'd actually be partial to playing with those russes naked, but I have a lot of MEQ in my meta.

This looks like a pretty good use of your models though!

My next purchase plans for this army are 3-4 chimeras and dropping the platoon altogether. That would give me 2 veteran squads in vendettas and 3-4 veteran squads in chimeras.
Then after buying the chimeras having 2 manticores. Do you think with the addition of chimeras and manticores I'd have a competitive IG army? I think those are very wise next purchases. It also gives you a lot of nice AP 4. That being said, there's definitely something to be said for the good old fashioned Basilisk. It'll be more effective against more units, and a couple in a unit will make them be a bit more resilient.

You're in a good spot though, because you already have two vendettas, which tend to help the competitiveness of any IG list.

Although, I must say, I wanted to take the plasma in the infantry squads in the platoon because I want them to be able to hurt toughness 7+. I guess if Toughness 7+ makes it to them, they're doomed either way though... 3 Plasmas probably wouldn't make the difference... lol

As far as Hqs go. If I'm running veterans are CCS the way to go? Less people to dish out orders to. A CCS provides a cheap platform for plasma, (20 points cheaper than a vet squad, same effect in a chimera). It you're strapped for chimeras though, grab a lord commissar and attach him to a vet squad already in a chimera/vendetta.

The reason I say drop the plasma in the squad is because that squad has BS 3 and likely won't be mobile enough to be extremely useful. Although if you have the points, why the heck not!

As far as what to get first, you're at a bit of an impass here, you have a good core of any army, and you can choose armored or infantry (or some hybrid if you'd like). If you're going for the infantry route, you should get artillery and essentially be ready to castle up. Otherwise chimeras are likely the answer.

I like vets more than a platoon squad. I just love the bs4 and if you haven't noticed I love rapid firing plasma... Lol

I have 60 guardsman,so that means I likely don't have.to buy any more if I go the veteran in the.chimera route.
