Heavy Armor Legion 2250

Been struggling to find an effective list due to the extreme point cost of Legion forces and dealing with my meta. Knowing that aircraft are going to take a big nerf and knowing a lot of people in my meta take mass amounts of AA(especially the tau) I have decided to go heavy armor. Thus my Sons of Horus Panzer company. With the release of the Sicarus main battle tank although we dont know the rules, I love the model. Thinking that it will be roughly 300 points with Ceramite armor I have factored it in, note I have no idea what the gun actually does, but it does have two sponson TL lascannon so the main weapon will or should be on par. If the Sicarus comes in higher pointed or not that good, I will still get one but not two and fill the points as listed below. Note that this list is purely from my head since I dont bring my books to work.

What this does is neuter enemy AA and make the upgrades or whole unit wasted points, and judging from my last couple games, people have cut down on high strength weapons and bring high AP weapons instead. This gives me a decent ranged high strength and high AP weapons to snipe MCs. Horde nids will be an issue, this much I know, but a nid zilla list should have issues too with all the high BS, twin linked lascannon.

Praetor usual Cataphractii, Paragon blade, Digi lasers runs at 170 (Rite of War: Armored Fist)
Rite of War: Armored Fist- any unit that gets the option of a Rhino, also can pick a Phobos land raider. -1 to leadership when tank shocking, all infantry units must be transported onto the table one way or another)
Troops:
Marines x20 power weapon, melta bombs on sgt
Marines x10 power weapon, melta bombs on sgt, Rhino
Support Squad 4 plasma guns, Phobos Land raider(the cheap land raider without the assault door I think)

Elite:
Vet squad x10, 2 missile launchers, flakk, power weapon, melta bombs, Rhino
Apothecary bare bones

Heavy:
Spartan flare shield and ceramite armor 340 (20 man tac squad, praetor, apothecary ride here)
Sicarus (approx 300)
Sicarus (approx 300)

Like I said, if Sicarus is too high priced or too ineffective for its points, I will fill the void with either a predator squadron or a vindicator squadron(dont remember if Legion gets them in squads)

So how does it look? Legion lists are very hard to build, you either have a few very pricy squads or a huge amount of basic marines, no real middleground. Doesnt help there is no established tactica for them. For 1500 points I can have 120 basic marines and for 250 more have apothecaries in all six squads. But 10 man squads are very pricy to start with so unless you are foot slogging, you are looking at 185 points for 10 basic marines and a rhino, vs 250 for 20 and having to get a 300ish point transport.
