If it were me I would go with the CCS instead of the commissar. I just think that having the ability to cast orders even if its just FRF!SRF! is worth it. Plus you can add more heavy weapons to shoot with.

Owl

at 250 points its unlikly they will have anything big. so heres something i would do.

CCS-60pts
Auto Cannon

----Troops---
Veteran Squad-95pts
Auto Cannon
Plasma Gun

Veteran Squad-95pts
Auto Cannon
Plasma Gun

This should let you start hiting them from the start. it was either auto cannons or heavy bolters but auto cannons hit harder from a farther range. if they can afford anything big (they most likely wont) then your auto cannons can kill it.
In the event they take a MC as there HQ then your commander can order BRING IT DOWN! which twin links your shots and if they manage to get close then your Plasma Rifles and First Rank FIRE! Second Rank FIRE! will take care of them.

Automatically Appended Next Post:
after that just sit back and rack up kills

Automatically Appended Next Post:
if i were Playing tau (far sight) here is the list i would take

----HQ----
Cadre Fireblade--- 60pts

---Troops----
Fire Warriors -60pts
Bonding Knife

Crisis team x3 -- 129
Twin linked missles

Or Standard tau

------HQ-----
Ethreal- 50pts

---Troops---
Fire warriors- 54
Fire Warriors- 54

--Heavy---
Broadside (rail or high yield)--- 89pts
missle Drone x2

keep that in mind
