I am asking this just because I like the backstory of the Thousand Sons, but not enough to base an army to them.

Besides even if he could it would be a huge undertaking. The making of the 20 original primarchs took centuries if not millennia of slow research and science.

Not to mention the various circumstances that lead to the Heresy. It wasnt simply a case of 'Now I am a bad guy, because why not?'. There was a lot of build up and situatiions arose that put Horus in the postion which lead him to turn traitor. And the same is true for many of the other Primarchs. For example, Magnus tried to both sway Horus away from betraying the Emperor, and also to warn the Emperor of Horus' betrayal.

Im afraid that no-one has really thought of it because it doesnt make much sense given what we know about the Heresy.

And if you like the Thousand Sons, as Vodo says, the Blood Ravens may or may not be a surviving group of them, who stayed loyal to the emperor.

Sounds interesting, no? It is even more interesting that one of these "beings" escaped as Chaos forces attacked the base, prompting the death of its original crew ...

That the Emperor had much to do with creating the Primarchs is (at least going by GW's own material) merely legend, anyways - the Imperial populace may believe it was him alone, but the sources discussing the creation of the Space Marine legions make it obvious that he just had a staff of very talented scientists.
