Space Marine bikes are so much better than space marines in transports in the new codex, it's ridiculous. If it's an issue where you don't have the bike models and can't buy them right now, that's one thing. But you're already putting the points into getting a chapter master on a bike, so why not bike squads as troops?

If the idea is for the librarian to go with the command squad, awesome. My friend plays a squad like that in his bike army and it's a pain in my neck.

But that leaves your CM. If he's ALSO meant to go with the command squad, he's mismatched for it as a CC-oriented character. Give him some biker friends, or take him off the bike and put him with an Honour Guard, Assault Squad, Terminator Assault Squad, or something along those lines.

I think Shield Eternal on a T5 bike is overkill. Against shooting you're unlikely to need the shield to avoid ID, and in melee the T5 won't help against anything that can ID you. But then again, what the heck do I know?

Overall, you have some good units in there, but the list is too scattershot to be really competitive. It's partially gunline, partially mech rush, partially bikes.
