Ive heard that clear resin (or something like that) works well but we are not sure where to pick up some cheap or what kind to get exactly. Any help is appreciated!

For this one, you linked the water effects. Our river is more stagnant and wont really be moving. I suggest considering non-hobby brand products, as well, if you want to save money. As with most dedicated products, modelers figured out how to do it with readily available tools and materials, first. Envirotex (Lite) is one popular alternative - it's a pourable resin ("reactive polymer compound," as they call it - doesn't emit excessive heat while curing, as many resins do, making it safe for use over foam and other sensitive materials) that will cure to a clear, high-gloss, and nearly bulletproof finish (it's used as a high-wear coating on bars, counter tops,etc).
