I want to keep the list reasonably fluffy (no salamander bikes/ speeders, Stormtalons should be okay)

Few tweaks.

The only combi-weapons that belong on SG are melta.

The powerfist is a waste of points. You can use krak grenades against MCs. In a challenge, against anything worth it's salt in combat you'll be dead before you get to strike.

Im not sure on the meltabomb upgrade for sternguard or bike squads.

Im not sure on command squads and how effective they can be but one possibility is:
-sternguard 230pts

+ Command Squad 230 pts
Apothecary upgrade
4 x combi meltagun
razorback - Assault Cannon

benefits would be survivablity but at the loss of special ammo

Alternatively:
-meltabombs
-powerfist

+ combi-melta
+ 1 more sternguard?
