ABSOLUTELY, however they are usually accidental. Ku'Gath is a great example. Fateweaver is another, although I believe he just went from Lord of Change to Super Lord of Change. Pretty much all of the Generals of the Legions Infernal are elevated lesser daemons. Skulltaker is a good example of how one would have to work at it as he claimed something like 9000 x 9000 skulls to gain his title? Something like that.
