I was recently playing dark eldar. With the hellion HQ making all hellions reg troop choices. The sleds they ride give you two shots each and their hellglaves give 2 attacks also close combat with 4+poison a squad of 10 that's 20 shots close and ranged combat.also their on sleds which make them jump infantry fast attack 12" moves. Not very tough armor but great for pounding stuff.

lots of dakka without a horde of models....

Dark eldar (as per previous post) Eldar can do ok with this as well.

If you wanted to get into SMs there are a couple lists that you can take (with the right chapter tactics) that maximize bolter fire.

Of course if you only wanted dakka with little to no cc, then Tau are the way to go. Used to play them, at range they will eat most armies, up close, they die

Yeah I'd go for Tau, Dark Eldar, or Eldar. All three of those factions have medium sized armys with lots of shots, which is good in the current meta for grounding all those scary FMCs. Especially with the new tyranid codex coming out this christmas, being able to kill FMCs and lots of swarms is going to be important.

Re:New to 40k picking an army and could use some help.

Well Tau have some tricks that can get them an ungodly amount of shots in overwatch (and thier buddies near them can help), if you really wanted something that can do damage up close then you can take some allies if you are so inclined. (SM, BA etc)

otherwise, i think Dark Eldar are what you are looking for, they can do some nasty stuff at range and they have some really good CC models as well, the thing to remember is that they are glass cannons, they can dish it out all day but when you shoot back at them they dont do so well.

you could always go with space wolves they have the shots, average CC possibilites and have such variety that its great fun to throw anything at your enemy and say not care. I love my space wolves as the possibiltes of lists are so vast that you can build almost any list and it will be fun, from running up with wolves and being ontop of people before they can cry or shooting them to death from dreads with lascannons or the lang fangs, there are some crazy rules in the space wolves of which make every game fun. hopethis helps you decide
