From what I understand to make a tournament army you have to feed the codex to the cheese grater and collect the pieces and BAM there's your army.

Now some army criticism

The hq configuration isn't very good he has no cc weapon aswell + where is he going to go

The tactical squads aren't brilliant either I would go plasma gun and plasma cannon and ditch the rhinos

Scouts suck always

Drop the heavy bolters on the sternguard be wise then you loose your special ammo then take 4 combi meltas or combi gravs

Then the dreadnoughts give them a mm and put them in a pod

Mm on the landsleeders

And drop the devs on favour of something else
