Wargear: Artificer Armour, The Moon's Glow, The Burning Blade (yes i know this is a Chapter Relic), Storm of Silver

Special Rules: ATSKNF, Chapter Tactics, Ind. Character, Orbital Bombardment

The Moon's Glow: A unique Iron Halo that took an immense amount of time to craft, but the time taken for its forging has led its effectiveness being greatly increased. Confers a 3+ invulnerable save
Storm of Silver: A custom made lightning claw that features a storm bolter incorporated onto it. (Standard rules for both weapons)

Based on prices for items the codex does 230 points seem fair and if your wondering about the Burning Blade, in short he wields it out of sheer respect for the Emperor

The fluff behind the Burning Blade is bad as well; "he wields it out of sheer respect for the Emperor". Every Marine has sheer respect for the Emperor, I wouldn't say this guy's any more respectful to allow the army to take a second BB.

I assume your making this character because you have a model you wish to use or build to represent him. If your friends are ok with homebrew rules then perhaps be a little more creative with him. Give him a reason to have a sword and a claw, give them rules that work with each other instead of just two items from the base book and give him a special rule as well that gives a bit of flavour to him instead of just a generic chapter master.
