Lost worlds

My question is rather straight forward; does the IOM have a system in place to bring recently rediscovered worlds back into the fold? Specifically, the IOM is so massive that world some times get forgotten, others get seperated from Holy Terra by warp storms, and still others are cut off by advancing aliens. With some many planets out there, losing even half a dozen could 10s of billions of people. So, was there a system in place to get these worlds back into working order? To calculate back taxes? To issue new orders? What part of imperial goverment would take charge of this type of thing?

Theres a short story in the What Price Victory anthology where they discover a new world and send an Inquisitor to investigate first of all along with a few companions, unfortunately the Inquisitor has their own agenda and the Planet in question know all about the Imperium and their intentions.

So I guess the same sort of thing would occur, an Inquisitor or the like would be dispatched to investigate with minimal effect or interference and go from there. Depending on how susceptible the planet would be to Imperial rule would determine which avenue they went down on who to advance the assimilation, either the ecclesiarchy or the military.

It's been mentioned that Ecclesiarchy missionaries usually travel to noncompliant worlds to soften things a bit, centuries before formal contact is established. Modifying local customs, altering beliefs and religious texts to better accomodate the God-Emperor and all sorts of shady social engineering work.
