The plan is to pickup the terminators in the stormraven and assault from it. One tactical squad will hang back and hold an objective whilst the snipers support from cover. The other tactical squad walk up the field using cover (hopefully!). The veterans head straight up the field to tackle elites or HQ units with their combo weapons and special ammo. The storm talons provide support where needed.

I'm no pro and only play for fun but I've been messing around for the past year with a raggedy DA list which I lost the love for after the new SM codex got released and went with a homebrew chapter. I was kind of building a list centred around my sternguard veterans as I just love the new models but then picked up the new storm wing box and thought heck why not use the 3 flyers and build around that?!

I was thinking about transport and I could potentially drop the scout squad for a couple of rhinos if needs be. That would only leave me with 2 troops though (unless I combat squad into 4 units at the start of the game).

As for chapter tactics I'm not sure, part of the reason for a homebrew chapter was to allow me to try out different ones.
