Running the Lord with the Talons, and running L with the Sonic Blasters.

I know my opponent will be playing SM with Raptors chapter tactics, runs scouts as his primary troops, aegis with quad, 5 dev centurions, sometimes takes a skytalon, sternguard in DP, and takes Lias as his HQ. Lias stupid "Infiltrate, Isolate Destroy" rule often makes deployment very difficult. Any thoughts on how to mitigate that with listbuilding? or what am I missing?
