I also have a question If i put one of the tactical squads in the Stormraven does that mean the stormraven gets to make a scout move as per the Chapter Tactics for Raven Guard.
I know the Rhino gets to because it is classified as a dedicatede transport, I just need to know whether or not the Stormraven benifits from this too?

Drop the Hunter-Killer from the Vindicator. If it fires the main gun then the HK would be a snap-shot (a terrible investment of points), the only times it would be against weapon destroyed results and when the Vindi is out of range (shouldn't be an issue except in Hammer & Anvil setups).

You don't need to post a unit's default special rules, and I'd suggest editing them out as Dakka can get in trouble for posting rules and I'm not sure what side of the line that falls.

Are the Teleport homers on the HQ and Tac's for scouting forward and aiming the terminators? Sound plan!

Would suggest swapping the Bolter for a Pistol on the Captain, as you'll probably get more use out of the additional attack in CC than a boring bolter shot.
