Is it possible to make a pure Tau army that is highly competitive(maybe not top tier like the screamer star) but TOC and competitive?

That was my original question, I've came up with a list and I wanna hear from dakka:

This is meant to be semi competitive, mostly to win but not as broken as my O'Vesa star.

38 seekers, 21 marker lights. If I get first turn I can de-mech most armies. If I go second I might have to hide most of the skyrays.
