As for the paint, the answer is yes... sort of. When gluing things onto a painted surface, it's a matter of the chain only being as strong as its weakest link. Doesn't matter if you use industrial strength epoxy, for example, as it would adhere not to the solid plastic base, but to the paint, which is much easier to pull off of plastic.
