1850 RG/IF... fluffy yes, but competitive?

My gut says this is a "casual only" army. Am I right? The theme of this 1850 list is a small IF detachment that identifies targets of opportunity for a larger RG force in the sector to strike. The RG have sent one techmarine (and his cannon) to accompany the IF "scout" detachment and correspond with RG command; in game terms, rest of the RG force is in reserves (scouts outflank, assault marines w/ IC's deep strike, fliers... fly). This idea stems from a desire to implement a Storm Wing formation in a fluffy fashion.

Primary: Raven Guard
Captain w/ artificer armor, relic blade, jump pack
Chaplain w/ jump pack
5 scouts w/ sniper rifles, camo cloaks
5 scouts w/ sniper rifles, camo cloaks
10 assault marines w/ flamer x2, veteran w/ power sword
Thunderfire cannon
Storm Wing formation w/ skyhammer x2 (for talons), hurricane bolter (for raven)

Allies: Imperial Fists
Librarian w/ terminator armor, storm shield
10 marines w/ meltagun, combi-melta, melta bombs, drop pod
10 devastator marines w/ lascannon x4
aegis defense line w/ quadgun

I know it's generally not ideal to drop the assault marines, because they lose additional turns before they can start to pay off. But, besides being on theme, I thought that the army had too many points tied up in fliers for a juicy unit like that to last longer than 1 turn on the board. So my justification was that if I try to keep the assault marines off the board until I have some fliers in play, they'd have a better chance of doing their job. Does that seem sound?

Thanks for your thoughts and opinions

Automatically Appended Next Post:
Hmm, I just realized I could trade the melta bombs and 1 flamer, which along with some other extra points can upgrade the captain to chapter master.
