Veteran upgrade and Melta bombs on the Tactical Sarge.

The termies and bikers sound like the models from the Dark Vengeance boxed set - in which case +1 plasma gun on bikers and +1 chainfist on terminators.

(Assuming the Librarian will hang out with the Devastators for Prescience. If he's digging it with the Veterans instead swap Power-Field Generator for Conversion Field and the Infravisor for Melta bombs - this would leave you with 15 points for... something... running out of ideas)
