I have recently purchased the Dark Angels librarian Ezekiel who, as of yet, has not been changed over to the dreaded fail cast that all GW Hobby Centres believe to be the second coming of Jesus Christ this means he is still a metal miniature. I have base coated him in abandon black however even the smallest of touches scratches the black off and reveals the shiny metal underneath. Is there anything I can put on the model that will stop this either before fully painting it or after?

You are using just paint to basecoat it. let him dry completely,
then primer him.

Don't fret, I made the exact same mistake when i started painting metal minis.

Some people I know like semi-gloss sealants because it leaves a little bit of a sheen which can still look pretty good. YMMV.
