Not sure about the characters - I imagine it would take a combination of sculpting and painting, as I doubt there are "Ork pro wrestler" conversion kits, out there. The props, however, shouldn't be too hard to build from scratch.

If you can hint at a recognizable brand with the paintjob, a beer can at 28mm scale needn't be any more complex than a short length of drinking straw with little cardboard disks as caps (obviously, you could get fancier by punching out the opening and adding a pull tab made from a thin wire ring, squished into the proper oblong shape).

For a sledgehammer, glue two chunks of sprue together and carve/abrade it into a square profile, then trim it to length. Divide it (visually, not physically) roughly into thirds along its length and chamfer the corners of the two ends (making the faces octagonal), leaving the center square. Once the head is ready, it just needs a handle - a length of bamboo skewer, thick wire, styrene rod, etc. glued into a shallow hole drilled in the bottom of the head would do the trick.

Folding chairs would take a little more work, if you want to get the proper curvature exhibited by the stamped steel jobs. If you can manage to mimic the seat (back is a simple curve), though, a bit of thick wire or styrene rod would make short work of the frame, which is a rather simple design - just look at an actual chair and you'll pick it up quickly.
