For the Shuriken weapons everything stayed the same apart from getting the Bladestorm rule that makes them AP2 on 6's to wound. It's not true rending.

All Shuriken Weapons gained a new rule called Bladestorm which means to-wounds of 6 are automatic wounds made at AP2. Essentially against models with toughness, they are rending. Against armored targets, it's essentially unchanged because you could at best hope to glance something. Could mean a shuriken catapult gained +1 on it's pen rolls against an AV11 or less vehicle, I suppose.

Shuriken Cannons and Catapults are unchanged in the rest of their statline from previous iterations. Their strength and AP values can be found on page 140 of the BRB. Same with the Witchblade, in fact. Sounds like this guy got Witchblades and Direswords mashed up into a super weapon of some kind.

Farseers are also unchanged in their statline from the previous codex. Their profile on page 136 is current. No it couldn't, because as you stated it's keyed off a to-wound roll. You don't roll to-wound against vehicles, so the AP2 will never come into play.
