A Broken unit is one that has failed a morale check (causality) correct?
Then under unit condition 'Broken' the surrounded rule sounds like if any models in a broken unit are within the specified range of an enemy unit at the end of the movement phase then the whole unit is destroyed.... Am I interpreting this correctly?

But no, it doesn't sound like a correct interpretation. The unit is destroyed if it can't complete it's fall back move in it's entirety because there is no where to go.
