So the idea here is to split everything into combat squads except the strike squad with psybolt ammo who will be with the Inquisitor. The strike squads with psycannons will be deep struck to flank tanks like wise the interceptor squads with psycannons will shunt to do the same. The incinerator interceptors as well as dreadknights will shunt into place around infantry and charge next turn. The Inquisitors squad and strike squad without special weapons will footslog to objectives. Very basic strategy guide =P

As to how useful she is; five attacks that force re-rolls for saves taken in both shooting and CC is nothing to scoff at. Note it says saves not just armor saves. Along with her st10 ap1 pistol and 4++ save for just 140 points? She's damn useful and fairly powerful in the right list, this just isn't it. I think your scoring units should be fine with 30 PAGKs on the table.

As for an HQ, you can take an Ordo Malleus Inquisitor in Terminator armor, with Psyker ML1, a Daemonhammer or Force Sword, and a Psycannon for only 110 pts. Give him Prescience from the BRB and stick him in the squad with 2 psycannons. You can then have 3 twin-linked psycannons per turn after a psychic test at ld10.

As mentioned above I'd also use the Ordo Malleus inq. with terminator armour, psycannon and ML1 (divination) and put him with a unit of 10 GK SS with 2 psycannons. You already have lots of S4 shooting, torrent (and ignores cover) will hurt alot of armies much more.
2) Pick a new HQ. Valeria offers gimmicks, but you'll rarely see the benefit of those. She's too fragile and cannot deepstrike.
3) Give the psybolt ammo to an interceptor squad, rather than the strike.
