That was Toho/Japan as well. It was brought to theaters for American audiences but flopped because most people here in the States don't understand kaiju cinema.

Godzilla uses his arms all the time.

The vast majority of fights has the green machine grappling with his arms.

He's even supported himself on his tail to kick a couple times. All 5 extremities are used.

Because it's campy and entertaining. It doesn't take itself seriously and that makes it fun and enjoyable. It's very tongue-in-cheek. The same way people can still read and enjoy comic books from the golden and silver age despite their simplistic art and goofy dialogue. There's a certain charm to how different it is.

Godzilla can shrug off Nuclear weapons, destroy and survive black holes, withstand meteor impacts, move so quickly he blurs, hammer toss 20,000 ton spiders clear over the Horizon or tail swat a 15,000 ton praying mantis aside like a fly, withstand Absolute Zero temperatures, be so large that his simple motion in the water causes Tsunamis, knows martial arts (no seriously), is fully sapient and capable of planning his fights, spontaneously turn magnetic because he felt like it, defy the laws of inertia on a whim, use his breath weapon to fly; spontaneously turn a weakness (electricity) into something that refreshes and heals him, regenerates so fast that he can regenerate more quickly than he can be cut, and beats on actual magical deities and planet killers.

Not all the same version, but Godzilla is very powerful as movie monsters go. I'd bet on him over any of the Daemon lords or Titans of 40k.

Kong on the other hand; dies to 7.62mm bullets and had to be massively scaled up and given new powers to fight him.
