I say you should always go with the army that appeals the most to you aesthetically. That being said, you can't really field a full army of Legion of the Damned, despite there being a LoTD "codex." They are a unit that can be added to any space marine army.

I would definitely recommend running Black Templars as a Black Templar player myself. They have all the shooty stuff the space marine book has with all the cool close combat fluff, and some interesting rules for close combat. But the neat thing about Space Marines is that you could run any of the chapter tactics with one army, no matter how they are painted.
