All I have are 2 Island of Blood sets worth of Skaven. I am not quite sure where to start with making a list and was hoping you guys could give me some suggestions. I know it isn't usually very strict with WYSIWYG in Fantasy or so I have read but at the place I play it is. So sadly keep in mind that 40 of the clan rats I have must have spears and the other 40 have hand weapons since that is what IoB comes with.

I'd take two units of 30 Skaven - you'll be able to make those from your IoB Clanrats while still being WYSIWYG.

Ok, sounds great! I only have 2 of my rat ogres painted up though.

The Warlord can pass out his awesome Ld, but is also a surprising little hammer with WS6 S5 A4.
The Warlock has a Doomrocket. Because that thing is stupidly good. Especially at lower point levels.
The Warpfire Thrower can give you s'more punch.
