Welcome to the hobby! I am going to recommend you stare at the shelves and pick a single unit that looks cool to you, buy unto his army and then focus on making that unit as badass as possible. I personnally like like marine scouts and chaplains. When I can I use them and make them as awesome as I can.

This will ensue you get the most fun out of them. I'd probably aim at a 500pts army to start and building from there.
