Balthasar Gelt (also curious for suggestions of a cooler pegasus to mount him on. anything other than the bretonnia model?)

General of the Empire on a Griffon with Blood Roar -- i could drop blood roar and give him a lance + armour and shield but due to points restrictions I wont be able to give him magic items. figure blood roar could do some hurt? I'll have a heavens mage, might be able to weaken leadership and then terror-shock things.

HEROES
Level 2 Mage with Dispell Scroll - Light
Level 2 Mage - Heavens
Captain of the Empire - on a barded warhorse, a few magic items to give a bit of punch or ring of valens to pick a spell and further emphasize the theme that the mages buffed everybody.

TROOPS
48 halberdiers - bunker for the 2 mages.... decent if buffed with speed of light or something
11 inner circle knights with lances - the captain will ride in here. wait til something is locked in combat and then smash the sides

SPECIAL
3 demigryphs with command
3 demigryphs with command

RARE
Steamtank
Light wizard war machine that shoots things
Heavens wizard war machine that casts the storms

i apologize for my lack of details on some posts. ive run the numbers and its about 2500 give or take. i looked at a council of light or beefing it up, but i feel like this will be a lot of fun.

You seem to be trying to squeeze too many tricks into your army, which isn't leaving you with much of an army. You've got few actual troops. All those buffs and not much to stick them on.

I wouldn't go full command on the Demigryphs if you're only taking them in units of 3. If they ever break from combat (good chance with low numbers) then your standard gets removed. ive already got 3, was gonna buy one more box, hence keeping them at 3.

ive been running a gun line lately, a hellblaster, steam tank, a few cannons etc. im new to fantasy but its done decently well. just got kind of boring.

for the griffon, am i better with bloodroar? or should i make the captain a bit tougher/hit harder?

what if i dropped the halberds all together for another squad of knights? I'd have to find a place to put the wizards... maybe a small spear bunker?

i know the list idea will never be the most powerful, but i like the goofiness of it.

3 is fine, I just wouldn't give them a full command (maybe just a musician).
