Here's everything I used on this build.

Case - CIT Neptune gaming case 12cm red LED fan side window red screwless bays
PSU - EVGA supernova NEX 750W fully modular 80+ bronze power supply
M/board - gigabyte GA-Z77-DS3H ATX intel 1155 socket gen 3 motherboard
Processor - intel core I7 3770 3.4ghz
Gaming cooler -cooler master hyper tx3 Evo CPU cooler
Memory - Kingston 4gb 1600mhz ddr3 non-ecc cl11 dimm sr x8 std height 30mm. X2
Hdd - sea gate 1tb sata III 7800rpm hard drive.
Optical - samsung SH-224DB/BEBE 24x internal optical drive
Graphics - nvidia gtx 650 2gb
USB - USB 3.0 (2 pots on the front) USB 2.0/1.1 (4 ports on the back)
Ethernet - atheros GbE LAN chip
Audio - Realtek alc887 codec high definition audio 2/4/5.1/7.1-channel
Software - Microsoft windows professional (64 bit)
Monitor - HKC 2211 22" widescreen DVI LED monitor with speakers

Other times, it's just a cheap cable that also shares cabling with the USB ports, and you will hear feedback whenever there is USB activity. Is that the case?

Do you hear this noise when you plug into the back port?

It's also possible the case is grounded imperfectly and there is a short somewhere. The next step would be to remove the motherboard from the case, set it up on some cardboard, plug in the video card\ram\PSU, and plug some headphones into the audio jack. If there is no noise, look inside the case and see what might be shorting it. Did you use standoffs on the motherboard tray? Is the tray warped?

You may want to post this on Tom's Hardware instead of Dakka Dakka, Heresy Online, and Warseer. The advice you get here will range from well-meaning and benign to utter clownshoes, but it's a good place to ask about miniature stuff (go figure!). I linked the motherboard forum since I'm presuming you have a built in Realtek chip and not a standalone sound card.

You might want to just cut to getting a standalone sound card and seeing if that works, by the way: they're pretty damn cheap and I'd rather spend $20 than infinite hours fiddling with things. They give better audio anyway. I have more money than free time, so this solution may not work for you.

Yeah, I think checking the wires is in order. Are the jacks color coded? (as in, does the Mic jack have a different color from headphone jack) Id check that as well.
