If when writing a letter to someone you use the opening "I hope you are well". Should it be "I hope you are well?" ?

The person I am writing to is really anal about grammar and punctuation.

It seems like its meant to be a question but in truth I am just trying to be polite and appear friendly. I feel fairly indifferent towards the person and I believe they do towards me.

This. 'Are you well' would be a question and would therefore require a question mark at the end, however 'I hope you are well' will, in most circumstances, be a statement you are making and would need a full stop at the end.

There wouldn't normally be any confusion over this, but I see with increasing frequency that a lot of internet users use question marks to end statements. I'm not exactly sure how or why, but it seems to be a spreading trend and most likely originated on Tumblr.
