I see no way to apply that to any aspect of the Dark Eldar. I also don't think riots are terribly relevant, as typically the way to incite them is to infiltrate the population and stir up dissent, then guide them into violence. I am an Officer in the Marine Corps, I am well aware of what an insurgency means.

Dark Eldar could perhaps get stranded on a planet somehow which is ruled by the imperium and conduct operations against said government to put themselves into power. I believe I read in Vulkan Lives the Eldar did something similar in one of his flashbacks. I was wondering if a certain Kabal specialized in something like that.

2 ways to think of it really.

The DE love to pervert things. It isnt enough just to break a foe, kill them, but it is better to cause despair, pain, confusion. DE will go to great length to manipulate things for their own amusement, so while interacting with humans directly is not preferable, if they can achive great entertainment they will do it.
