HH novels, I would assume that he is wracked with guilt at failing to "save" humanity. In his absence, the Word Bearers are ruled by a council of Dark Apostles (similar to how the Imperium stayed together sans the Emperor).

Erebus and Kor Phaeron both hold a considerable amount of influence on these councils. Remember that most Apostles were trained and corrupted by these two, so it makes sense that they would hold sway over the others.

Although from the outside the Word Bearers have remained whole as a legion, on the inside they are divided by internal power struggles between the First Apostle and The Black Cardinal, as well as other Apostles vying to improve their standing in the Legion. This is probably one of the reasons that despite their size and 'unity' the WB lack the focus of the Black Legion.
