Idea for Tournament list-building format

First thing, a disclaimer: I'm not a hardcore tournament player; I've only been to about 3 tournaments myself. That said, I follow the competitive scene closely and have friends that I play with who are very active in local and national tournaments.

This post is meant to be a discussion about the main "gripe" going on at the competitive level: how to have a competitive tournament while avoiding lists that are considered abusive but still leave players some freedom in their list-building.

While the tournament format itself has a big effect on how people will build their lists, I wanted to approach the list-building aspect from a standpoint that this format could be used in different tournament setups and even friendly games.

I've based the format using Frontline Gaming latest LVO format, which is available on their website: frontlinegaming.org. On that note, if any of the people at Frontline Gaming wish me to remove this post, I will gladly do so. Like I said, I'm not a tournament organizer, just trying to generate a discussion and hear some feedback from fellow dakkanauts.

I like Frontline's approach to the tournament format, which allows things like Lords of War while keeping the mindset that "this is YOUR game, make it what YOU want it to be". I've bumped the points to 2k and added a 3rd detachment while applying some extra restrictions on certain things.

What I'm looking for:

1) from competitive players: would you want to play in this tournament under this build format?
2) do you have any objections on the format? why?
3) what would you change? why?
4) are there major loopholes I've missed?
5) any units/combos that would be excluded from this setup that you would want included?
6) conversely, any units/combos that would be included from this setup that you would not want included?

Thanks in advance for the feedback.

SAMPLE TOURNAMENT FORMAT

2000pts

•	3 Detachments max. You may take any 3 detachments you wish but may not repeat any detachments (see below).

•	All detachments in a player's army MUST be at the Battle-Brother level of alliance

•	All FW models allowed (see restrictions below, must use latest model rules)

•	0-1 CAD
o	Detachments may be produced from a maximum of one Codex / Codex Supplement
o	Example – You may not selectively include units within one Combined Arms Detachment from both Codex: Tau and Codex Supplement: Farsight Enclaves, despite them being within the same Faction per the Detachment creation rules in the 40k Rulebook.
o	Exception – Units that are added to various Factions by means other than the primary or supplemental Codex are exceptions (i.e., Dataslate Characters, Forgeworld 40K approved units where they are permitted, etc.).
o	Codex Supplements will be considered their own Faction, ie. Farsight Enclave, Black Legion, Crimson Slaughter, Militarum Tempestus and Legion of the Damned, etc.
o	In the case of a Forge World unit having a profile in a Forge World book and Codex or Codex Supplement, the rules in the Codex or Codex Supplement are always used.

•	0-1 Codex Specific detachment

•	0-1 Allied Detachment, can be the same faction as your CAD

•	0-1 Formation, no fortification or apocalypse formation allowed

•	0-1 Fortification. All of the rules may be found in the Stronghold Assault supplement. No Fortification Networks will be allowed. All upgrades on pg. 180 of the Stronghold Assault book will be allowed.

•	0-1 Lord of War
o	No more than 600pts total (including any purchased upgrades)
o	The only upgrades allowed are the ones that come with the unit’s entry (no Legacy of Glory etc.)
o	All of the rules for Lords of War may be found in the Escalation, Apocalypse and Imperial Armor: Apocalypse supplement with the updated rules found in the BRB in effect (such as the new D Weapon rules). Players are required to have the actual LoW model to use them.
o	All Special Character LoWs such as Ghaz, Draigo, etc. can be used.
o	Please note, the Impending Doom (+1 to Seize the Initiative for a player facing a LoW who does not have one), and Through Attrition, Victory (+1 Victory Point for every 3 Hull Points or Wounds done to a LoW, counted towards the secondary mission) special rules will be in effect if either player in a given game has a Super Heavy or Gargantuan Creature Lord of War, but not for a Special Character LoW such as Draigo.

•	Imperial Knights restriction: maximum of 2 imperial Knights (of any variant and subject to codex/rules restrictions) per army, so no Lance formation

•	ABSOLUTELY NO D-WEAPONS ALLOWED OF ANY KIND EXCEPT THOSE FROM CLOSE COMBAT ATTACKS (for example, an Imperial Knight’s close-combat attack)

•	No more than 18 warp charges may be generated in the Psychic Phase, regardless of the amount of psykers present in a player’s army

•	Invisibility Psychic Power restriction:
o	In the shooting and/or Psychic phase, a unit targeting an Invisible unit will resolve the shots at BS1, no modifiers allowed (for example, markerlights). Note that this allows the Invisible unit to be targeted by template and blast weapons
o	In the assault phase, a unit will only hit an Invisible unit on 5+ (instead of 6+)

•	Rerollable Invulnerable Saves restriction: no invulnerable saves may be rerolled on anything better than a 4+
