D99 isn't as versatile as the regular Elysian list or the Guard list, but it comes with inexpensive and reliable units. If you want to start playing them you're not going to need a lot of models but you are going to need a lot of special weapons. Make sure you've got enough aircraft (Valkyries are Dedicated Transports and come in by Deep Strike on turn one, same as Elysians) and pick out the big threats to hit hard as fast as you can.
