It is a painting representing an imperial guy (maybe an inquisitor, an imperial guard or a Space Marine without helmet) holding a Bolter gun with an incandescent barrel. This incandescent bolter is what makes this piece of art distinguishable. I would love to use it as an inspiration for a miniature and it is a great image itself.
