Unit, ICs, movement and joining question

Recently we discussed that topic, but I wanted to know is this specific scenario was possible:
During local tournament I wanted to join 3 ICs and Centurion squad.

Drop Pod #1
Command Squad, Cotaez, Librarian
Drop Pod #2
Tigurius, 3 Centurions

DP1 lands:
Command Squad move into one direction, Cotaez and Librarian move into other. ICs maintain coherency to each other.
DP2 lands:
Centurions and Tigurius move that they end their move 1" from Cotaez and Librarian.
Everything happend during turn 1.
Do they become one unit or some rules prevented them to form a unit?

My opponent said that I was trying to join Unit to another Unit.

I said that I am able to do that based on that part of Independent Characters SR:
"(...) In order to join a unit, an Independent Character simply has to move so that he is within the 2" unit coherency distance of a friendly unit at the end of their Movement phase. (...)".

Who was right?

Unit, ICs, movement and joining question

As the ICs are all finishing their movement phase within 2" of multiple units that they can join, they all have to choose which unit they wind up joined to.

So yes, they can all wind up joined to the centurians.

Unit, ICs, movement and joining question

Clarification to Insaniak:

By "their movement phase" it is meant the entire movement phase for the player. Models/units do not have individual phases.

I bring this up to prevent/avoid confusion about that line in the first unit disembarking is often thought by some to "end the 2 ICs movement phase"; which is false as "their" movement phase does not end until you are done moving all units and about to go to the psychic phase(so, yes, they can choose to join the centuions).

Does it say this in the rules, though? Rules referring to a model's phase are pretty common, and I don't ever recall the BRB saying that means the player's phase. (I'm not arguing, I'd just like to have the reference for reference sake.)

Unit, ICs, movement and joining question

Want to bring this clause to light again, because I find it to be really stupid:
If an Independent Character does not intend to (or cannot) join a unit, it must (where possible) remain more than 2" away from it at the end of the Movement phase.
- Independent Character

This clause makes it impossible to Move an Independent Character within 2 inches of two or more Units, any Vehicles or any Monstrous Creatures. Considering this situation involves Moving an Independent Character next to another Independent Character, while looking to join both to a third Unit, there is no way to honour this clause. The Librarian has no intention of joining the Cotaez Unit and Cotaez has no intention of joining the Librarian Unit, so they must end their Movements more then 2 inches from each other at the end of the Movement Phase. No matter how I twist the problem, with some very flimsy timing arguments, the act of two Independent Characters leaving the joined Unit restores them to their original Units, and thus they end up within 2 inches of a Unit they do not intend to join....

Personally, I ignore this clause entirely because it makes the movement of Independent Characters very difficult in a whole bunch of situations but we are talking about Rules as Written.

There is also the much, so much, hated 'for all Rule purposes' clause that Independent Characters have and how poorly it interacts with this very situation. If both are Models within the Unit they are joined to, by keeping them within Coherency of each other it is impossible to move them out of Coherency with the Unit they have both joined. Thus it becomes a requirement that the two Independent Characters move in such a way that they end Coherency with each other, and the Unit they are originally joined to, if they intend to both leave said Unit....

Unit, ICs, movement and joining question

The closest thing we get to any hard rules on this is in the definition of Pk, which has the phases breakdown; in this section there is also a subsection for beginning and end of turns, and one for beginning and end of phase rules/effect.

Then we get into the individual phase rules and each of the old 3 simply state that each unit must complete their actions for that phase before moving to the next unit.

But here is the fun part: the psychic phase lets you bounce from psyker to psyker and back again all you want.

The psychic phase along with only having definition of phases for a player's turn(thus by the transitive property only having player's phases) leads to an outcome with some evidence for only players having phases.
