is orikan the diviner a Ctan?

Its more likely that he's utilizing some shard of a C'tan to empower him.
It could also be where he receives his ability to move through time as well, considering no other Necron seems to have this ability.
He's probably using/creating technology to harness its power to his own ends.
Remember that the Necrons aren't bound to the tech-retardation of the Imperium/Eldar, and are still finding ways to create new inventions.
Illuminor Szeras is another example, innovating in the area of Biotransferance, most likely on some kind of a mission from the Silent King.
Basically, the Necrons are developing technology faster than the Admech could ever dream, and they have a several million year head-start.

is orikan the diviner a Ctan?

I don't think he is.

My reasoning for this is that he opposed the biotransfer process. The C'tan wished to enslave the Necrons through biotranference, so why would power-hungry Orikan oppose it?

I've also never heard of a C'tan growing stronger because of star alignment. C'tan get their power from feeding off energy, so this doesn't make sense. If Orikan was using a shard to get stronger then he wouldn't have to wait for random star alignments to power him up. So no, I don't think he's a C'tan.

He utilizes his intelligence to gather and/or create his power, and his power is great/complex enough that it just seems like space magic.

As far as the whole "Stars are Right" thing (lovecraftian), it could have something to do with the electromagnetic waves from said stars coming together in the correct manner, so as to create minute electromagnetic fields which can be used to amplify power.
I doubt that The Stars Are Right has anything to do with literal celestial bodies.

It happens too often and it happens at night just as much as it does at day.

It's far more likely that he has some kind of potential energy store or death syphon - remember that the longer the battle goes on, the more likely he is to empower.

He's probably fueled not by the stars, but by the death energy of the enemy fighters.
But nothing but speculation that it's even considered. If he were, why does it require a dice-roll to trigger TSAR? Why is the C'Tan not able to switch into a C'Tan build at will? If the C'Tan is so afraid of capture by other Necrons, why does it not simply step out-of-phase with the current time-space continuum to wait out the long aeons, occasionally checking back to see how the Necrons and the rest of the galaxy is faring? Why would it take the body of some Cryptek and not a more-powerful Phaeron? The specially-built bodies for an actual C'Tan?

To me it's just, like, why can't the Necrons be super-science badasses by themselves? I mean, they invented a whole bunch of really amazing stuff without the C'Tan, they even invented the science of Biotransference. In fact, the C'Tan were just some star-eating clouds of multicolored gas before the Necrons gave them bodies.

Making Orikan the Diviner into a hidden C'Tan just sort of cheapens both the Necrons and the C'Tan, as Orikan is not that amazing of a SC, all things considered.
