If no Draigo then, do you want Gate ? If so you'll want to maximise your chances of getting that - at least one lvl3 Lib (with Liber) rolling on Santic. Another Lib for back up who can roll on Divination instead if you get Gate.
If you don't need Gate you could try to build a CC character with a Captain/Grand Master with Glaive / Cuirass.
