So I was playing agaisnt a necron player who ran reclamation legion with canoptek harvest .. surprise surprise .. anyway his 2 ghost arcs went over terrain and apparently have move through cover.

Where in the necron codex for that formation does it say that the warriors can a)take a ghost arc as part of the formation and b)if they are not part of the reclamation legion how does that formation give them move through cover if they aren't part of the formation

So it inherits the same formation benefits as the formations do. I do have some sympathy for you, but I abuse the ghost arc MTC rule as much as I can

It does break a bit when you use your Judicator Bn with night scythes. The rules state that you cna pick one en unit in LoS from a stalker in the formation and all unis in that formation re roll to hit, wound and armour pen.
