So long as one neo-Nazi marches the donation is made. Or is this per marcher?

Also who pays?

With a group like Westboro Baptists having a sponsored goal based on their participation might seem to work. But they wouldn't care how much money is raised. The attitude could well be along the lines of. If we all turn up those who promised to pledge will have a large bill to commit to.

It is not like those opposing Nazis or WBC are underfunded anyway, so it makes little difference. But extremists might march to 'drive up bills' of those who pledge to oppose them, and thus feel encouraged to march more for the same reason as the video portrays but under slightly different thinking.

Therefore it looks to me like its mainly a counter to any distress in the local community at seeing larger gatherings.
