Obviously all Space Marine chapters are excluded, though Im not too interested in them anyways. MC, it's fine to leave them on in all but the strictest environments. Other than that, you will almost always have spare parts from builds you didn't want to do in the boxes you get.

Add-on: even the Relics are just basic weapon versions named something else. A Sword and Whip, which you'll have. A Venom Cannon, which you'll have. I don't think I've gotten my hands on the Maw Claws but I don't really care. I never used them anyway. I wouldn't suggest nids, as your flying give tyrant does not come with twin link devourers

I definitely wouldn't suggest eldar since their bikes need millions of scatter lasers.

Each Eldar Jetbike Sprue is basically self contained and the Farseer/Warlock on Bike sprue is too. You don't need much more beyond that to make a decent starter army and most eldar vehicles come with all of their options. You generally won't need infantry beyond Wraith units, as your jetbikes are superior to them. Wraith units also come with all their options.

Tau Battlesuits come with all the pieces needed and you can customize one of them to be your commander instead of buying the more expensive commander set. You can run a pure-battlesuit army with the Farsight supplement I believe.
