RT era (and possibly early 2nd) terminators came with little tilting shields. No game effect I’m aware of. While not on sprue, a lot of old metal bits had injection stubs on them that should have been cut off and filed down. Looks like this one was just painted.

Mini is an old terminator sergeant. Stormbolter/powersword. Can’t speak for the chapter. Are there any marking on the other shoulder? These are the shields still “on sprue” They should have been trimmed up a bit before put in use. Lots of metal bits came that way back in the day.

Now I never bothered to use them on my Ultras, so you can see the peg where it should go on the guy on the left:
